CASSE DE MVOG ADA : UN INCENDIE QUI POURRAIT METTRE A MAL LA COHABITATION

Mardi 24 janvier dernier, une trentaine de boutiques et deux dizaines de magasins ont volé en fumée dans ce marché de pièces détachées automobiles très couru dans la capitale. Et alors que les victimes se mobilisent pour réorganiser leurs activités, le bailleur, connu ici sous le nom EBOA, a terrassé deux jours après le drame, tout cet espace. Du coup les victimes se disent flouées et attendent le développement en ces lieux d’une activité quelle qu’elle soit. Cyrille Kingue Mbeppe

Ce mardi dès les premières lueurs de l’aube, les flammes étaient intraitables. Les trois véhicules des pompiers mobilisés sur les lieux, ont semblé inopérants, outre la cinquantaine de baraquements, conteneurs et autres petites cases, des maisons d’habitation, ont été dévastées. Bilan plusieurs dizaines de millions de pertes matérielles et des familles jetées dans la rue. Thierry FOYEM, la quarantaine alerte, une des victimes nous explique : « j’avais ici mon magasin de 10 mètres sur 3, je ne peux pas compter ce que j’ai perdu, c’est un cauchemar et puis le bailleur vient encore tout détruire ainsi, c’est criminel. » Cette phrase : « C’est criminel », Thierry la répète sans cesse, du même avis sont ses amis, les 15 camerounais victimes des flammes.

PLAINTE CONTRE INCONNU

A notre arrivée ce matin de lundi 30 janvier sur les lieux, un huissier de justice présent recueille les éléments de preuve que lui servent certaines victimes, il va préparer une plainte. Hervé TCHOUMI tenancier d’un conteneur calciné, est tout retourné, il avoue : « les gars qui refusent de signer la plainte là doivent avoir une entente avec le bailleur, ils savent ce qui se passe et veulent nous sonder ». La confiance, en quelques jours a foutu le camp, les victimes, craignent que l’on les divise pour leur arracher tout espoir de reconstruire leur marché. « Eboa a quel argent pour faire un grand truc ici ? Il doit avoir quelqu’un qui l’encourage. Et si nous ne prenons pas des dispositions, ils vont nous chasser » insiste Hervé. Thierry nous dit ensuite sans se cacher. « Les gars ont mis le feu et ils nous laissent croire que c’est un incendie, ils veulent mettre un hôtel ou une grande bâtisse ici, mais qu’ils nous dédommagent ! ». Selon les victimes, le bailleur a rencontré les propriétaires de maisons d’habitation, il a consulté les titres fonciers et leur a promis les indemnisations.

NEGOCIATIONS ET SOUPCONS

Les commerçants de nationalité camerounaise, sont sur le qui-vive, ils ne comprennent pas l’attitude de leurs confrères de nationalité nigériane: « Les nigérians sont solidaires, tu les vois là comme çà et bientôt, ils vont aller donner 100 millions à Eboa et tu vas voir que tout l’espace leur appartient, c’est pour cela qu’ils refusent de signer la plainte. Alors qu’ils sont plus nombreux ». Thierry FOYEM est formel, il faut les surveiller. « Ils ne vont pas nous doubler. » cette affirmation fait peser une atmosphère de soupçon intercommunautaire dans cet espace de 700 ou 800 m2 désormais complètement ouvert. Nous approchons d’un détaillant de nationalité nigériane. Son nom, Sunday ARINZE, il hésite à nous parler. Après nous avoir identifié, il nous raconte dans un français correct: «Je suis ici à Mvog Ada depuis 1986, j’ai vécu beaucoup d’incendies ici, et je sais que après, les bailleurs changent les contrats. Je leur dit que la plainte ne sert à rien, on ne va pas savoir, ce qui a causé le feu. Nous avons déjà perdu, il faut causer avec le bailleur. » Puis il avance en déclarant que « si on ne peut plus rester ici, on négocie notre argent, puis on va s’installer plus loin. Les gens à Tsinga, Tongolo et aujourd’hui Biyem Assi ont commencé petit à petit. » Ce commerçant dans sa lucidité, nous dit enfin que : « Quand on a perdu des millions, on ne crie pas beaucoup, on cherche les bonnes solutions, pour récupérer encore un peu. » 

.DIVERGENCES

Un véritable défi de cohabitation. Pour les camerounais moins nombreux dans ce business, il faut mobiliser les victimes et faire bloc pour éviter que le bailleur, se moque d’eux. Ils souhaitent alerter les autorités administratives et faire respecter ce qu’ils appellent « notre droit ». Selon eux, la procédure passe par une déclaration devant huissier, montage d’un dossier judicaire en bonne et due forme et surveillance du bailleur et de ses soutiens. Leurs confrères nigérians ne voient pas l’affaire ainsi. Pour eux, il est mieux de négocier et de prendre ce qui sera disponible. Chaque partie soutient sa thèse et parfois on passe à côté de bagarres ou de disputes tendues.

Le quotidien pour ces commerçants a pris un coup sérieux, mais rien n’y fait. Les pièces détachées à Mvog Ada continuent de tenir leur marché, le petit espace querellé lui aussi attend une solution durable.
