LE BUDGET D’INVESTISSEMENT PUBLIC 2023 EN BAISSE !!!

1386,8 milliards de fcfa, cela représente 22% de l’enveloppe totale, estimée à 6.345,1 milliards de fcfa. En lançant cette semaine les opérations budgétaires pour l’exercice en cours, le ministre des finances Louis Paul MOTAZE a annoncé les priorités de l’année. La question: comment comprendre que le budget d’investissement soit en baisse, en dessous des seuils de la CEMAC 30% et des orientations de la SND30 qui fixent l’investissement à 40%.

« Le budget est l’instrument de politique économique et financière à travers lequel, l’Etat cadre ses prévisions de recettes et de dépenses au cours d’une année et partant des grandes orientations qu’il se donne dans le cadre de ses politiques publiques de développement » Dr Eric Romuald LIPOP, juriste fiscaliste. La définition a le mérite de nous conduire dans le questionnement sur les choix des pouvoirs publics en 2023 au Cameroun. La stratégie de développement 2020-2030 prescrit de fixer pour atteindre une politique d’émergence voulue, l’investissement à 40% des prévisions budgétaires.

Au lendemain du scrutin présidentiel de 2018, le gouvernement a lancé une politique économique baptisée le BIG PUSH. « Un anglicisme, IMPULSION MASSIVE, qui consiste pour un pays en développement, comme le Cameroun, d’investir de manière massive, soudaine et coordonnée dans divers secteurs d’activités, afin de stimuler la croissance et le développement ». Selon l’Enseignant des universités, « des projets de troisième génération ont ainsi poussé dans tous les secteurs: barrages, autoroutes, logements, Infrastructures sportives… » il faut ainsi à un moment faire le point.

Trois autres éléments, selon le Dr Lipop peuvent justifier cette baisse : « l’Etat peut décider de faire une pause pour mieux observer l’achèvement de certains travaux engagés depuis plusieurs années et qui trainent dans leur déroulement. Ensuite, avoir des projections sur les effets induits des investissements réalisés dans l’amélioration du quotidien des populations. Enfin le respect des engagements issus des programmes avec certains bailleurs de fonds. »

Un autre économiste, Bernard OUANDIE, explique ce recul du budget d’investissement public par la dette engagée depuis plusieurs années par les pouvoirs publics et qui rend difficile le financement de l’investissement : « Cela va faire 4 ou 5 ans que le service de la dette absorbe, le tiers des ressources de l’Etat, c’est excessif. Nous avons atteint un niveau intenable, tant dans la dette intérieure que celle extérieure. Désormais, il faut avoir une stratégie d’endettement conforme pour accéder à de nouveaux financements internationaux. »

MESURES D’EFFICACITE

En fin d’année 2022, la conférence de programmation des marchés publics pour 2023, à l’initiative du Ministère des marchés publics a opté pour une passation des marchés annuels au plus tard au mois d’avril courant, ceci pour permettre aux entreprises, d’avoir 8 mois pour réaliser le plus de projets possibles. Deux facilités seraient ainsi offertes, d’abord la catégorisation des entreprises et ensuite la facilité COLEPS, le système électronique de gestion des marchés publics. Au 19 janvier, sur cette plateforme, déjà six marchés y sont publiés, 3 des services centraux dont deux du Ministère des Forets et de la Faune et un du Ministère de la santé publique. Deux des CTDs notamment les communes de Ndélélé et d’Angossas, toutes les deux à l’Est. Et enfin un de la Caisse Autonome d’Amortissement.

Encore attendu, le journal complet des marchés de 2023. Mais déjà les Maitres d’ouvrage et Maitres d’ouvrage délégués, peuvent engager au moins les procedures de passation desdits marchés pour que les règles soient maitrisées. Ainsi à l’approche du 15 novembre 2023, on ne vivra pas cette frilosité qui consiste à tout faire pour achever les engagements avec la dose d’erreurs que cela peut entrainer.
