PLAN DE DÉVELOPPEMENT SOCIO-ÉCONOMIQUE RÉGIONAL

Le conseil régional de l’extrême nord, dirigé par Daniel KALBASSOU, a présenté aux décideurs politiques et partenaires financiers, la première feuille de route pour le développement de cette région, c’était à Yaoundé du 21 au 22 octobre 2021.

A travers le FODEREM (forum sur le développement socio-économique de la région de l’extrême nord) et sous la conduite technique du cabinet inter action GIE. Des concertations soutenues par des ONG, au rang des desquelles le RESILAC (redressement économique social intégral du lac Tchad) et le diocèse de Maroua-Mokolo ont abouti à cette feuille de route.

04 axes stratégiques :

  1. Le capital humain : développement social et cohésion.
  2. Développement économique : chaîne de valeur agropastorale et valorisation du potentiel
  3. Infrastructures : partenariat et appui à la production
  4. Gouvernance et gestion environnementale

La région avec 06 départements pour une superficie de 34246 km2, compte environ 5 millions d’âmes dont 60% ont moins de 30 ans. Leur défi est l’accès à l’eau, à l’énergie, aux autres services sociaux de base, l’insécurité, l’enclavement.

Dans son discours, Daniel KALBASSOU a cité l’exemple d’Israël où il pleut moins de 100 m3 par an, ce pays a réussi à capter cette eau pour en faire une source d’énergie et de bien-être. La région de l’Extrême -Nord malgré ses 1000m 3 d’eau de pluie en 03 mois de l’année, ne réussit pas à en tirer le meilleur. Autre illustration, le soleil qui « brûle leur tête » selon ses propres mots, devrait être transformé en énergie.

Des échanges ont permis de parler de 02 autres défis majeurs : la place des femmes et des jeunes dans ce plan et la question des déplacés internes en raison de la crise sécuritaire. D’autres consultations vont maintenant suivre dans les différentes localités pour recueillir les priorités des populations de cette région afin de préparer une fiche programmatique, budgétaire et financière. En décembre 2021, une session du conseil régional devrait adopter cette feuille de route quinquennale pour que les populations, en voient, dès janvier 2022, la transformation en acte de ces belles intentions.
